A cleaning or polishing of the die at the tips of letters and rim area? Die is wearing out.

Is it a Greaser, but the Ridge Ring prevented fill on the letter tips? Definitely odd.

I'm thinking E&V's evaluation is probably correct with "split plating" or it may be possibly cracked plating too that has just followed the extreme deterioration of what was obviously a worn out die. There looks to be something that has discolored the coin too, making the appearance even more aggressive looking.
