The realist in me says this is post mint damage because the coin does not lie flat.

It looks like a mix of both PMD and a cracked planchet to me, but this area is not my strong suit. Let's see what more knowledgeable folks on this matter say..

Looks like a planchet issue to me but I'm not an expert on these.
