Regardless of when it happened, as a planchet, during the minting process or post mint, I would still call it a rim burr, but would think damage after the fact would make it much less attractive. Not for sure about this one though, as to when it happened. The last pic shows it being very in line with the rest of the rim, flush, as if the strike lined it back out, but who knows for sure.

Wouldn't the rim die (I don't know the exact terminology) prevent that metal from hanging out there? looks like damage with metal displacement!
