So...Would you consider this a misplaced mint mark, or, just a "high, within parameters" mint mark?

High but within specs. Seen more commonly in the 1970s, this was the tail end of the era of variable mintmark positions.

Whoa! That's up there but I don't know if worth a premium or not as @halfamind states it is within specs!

Not misplaced, it is within the allotted area.
The mint worker just punched it a little high.
There would be hundreds of thousands the same.
