I've never seen something like this before. It almost looks like someone dropped a copper weld on reverse side of the coin and then somehow smashed it in.
yes, remove the cladding that came loose. See if any copper from the core is on the cladding. Also get an accurate weight of the entire coin, then another measurement with the cladding removed and not on the scale. May be measure the weight of both pieces separately.
