I've been thinking about offering $45 for a 2003-W Proof American Silver Eagle $1 With Original Box but no COA. Do you think that's a good price?

$45 is a very fair offer - usually they go for around $50 to 55$ in the original box.

Bullion ASEs go for about $40, so it would be a great deal if you could score it for $45.
