Sorry for the late reply @docc. Once I rotate your second pic 180 degrees, that looks like Emperor Gao Zang (1736-1795) to me. As to the mint, I'm thinking Baoding, Zhili. With the same of some characters, I'd attribute it as Hartill #22.362, which corresponds to the end of his reign. Here is a numista link for comparing:
