I have over 100 morgans and 20 or more Peace dollars I would like to send into grad the cost for that many is high CAC is 15.00 each under 300.00 value no high volume discount, PCGS has a discount for over 100 coins but not sure how expensive that will be NGC has a discount but need to send in and ask not to holder any under a grade I specify. ANACS I wouldn't have grade Morgans and Peace dollars as the value drops if they grade the coins. so any advice on how to proceed?

Yes, decide whether or not the coins are financially worth sending into grading. If you are looking at common circulated coins, the value nowadays is around $30. I would pull out the Gem uncirculated coins and key dates, submit them, and sell the remaining raw.

Bulk submissions are another ball game. Certainly cheap enough to send the lower value items on that tier. Your best bet for bulk submission grading is calling up PCGS and asking how their pricing works under that submission tier. It's a case by case basis which is why they direct you to talk with someone on the phone.

First off, what condition are these coins in? Rare dates? If they are circulated common dates I don't think a grading service will have much impact on the price realized if you sell. If you are wanting to sell them all then an auction house may be your best bet - they will have them graded then sell them.

If you bought over a hundred raw BU Morgan and Peace dollars, grades of MS-62 to 68 would seem overly optimistic. Depending on the source, AU-58 to MS-64 would be more likely. But if they all are truly mid-MS with no details coins, a bulk submission might be reasonable.

Check the PCGS terms carefully, you won't qualify for bulk grading, the 100 coins or more can include no more than 5 coin numbers, e.g. mintmark/date combinations.
