It looks like something impacted the letters LAR, but just on the high points.
My first thought could be Ring of Death...

guys, if this is a A " Ring of Death" on a coin wouldn't there be is a circular gouge? instead of being incused?

Yes, it would be incuse, just as a gouge would also be incuse.

Seeing how this incuse gouge is circular and follow the arc of the coin, I think it could be coin Rolling Machine Damage.
