I do not have any experience in differentiating a standard 4 pence coin from proof, especially if it has undergone some circulation.
Is this coin proof or proof like, or just normal? It has a reasonable amount of luster on the obverse, with some wear, and a large amount of luster on the reverse. Yet, it doesn't look mirror like to me.
Also the obverse legend is double struck all the way around.
If it is proof like then it would be worth submitting for grading.
