It would get called proof-like here on a quick look. But this is a very strange coin.
The fields appear to show many circulation marks. Or bag marks. All the reliefs show none. This can not happen in normal circulation.
It reminds me of some medals I have that were cleaned a century ago. Someone may have tried to carefully wipe clean only the fields. With an unfortunate result. Collectors with idle hands. Happened often. Photos sometimes exaggerate the results of gentle wiping. This can only be evaluated in hand.
I think you are wasting money on the grading part. But can be useful to tell you if it is genuine, proof, or not. As there are many fakes of these.
