Google Lens (for what it's worth) says:

This is a Russian 50 kopeks banknote, issued by the Provisional Government of Northern Russia (Severnaya Rossiya) around 1918-1919.
It features the double-headed eagle coat of arms without a crown, which was used after the Russian Revolution.
The notes were printed in Arkhangelsk.
The text indicates the note was to circulate on par with silver coinage.
These notes are a historical artifact from the Russian Civil War period.

Translation:
NORTHERN
RUSSIA
50 KOPEKS 50
HAVE CIRCULATION ON PAR WITH SUBSIDIARY SILVER COINAGE.

@nfine is correct about this note. If I remember correctly, many silver coins were hoarded because the prices were raising due to inflationary pressure and ruble was off the gold standard which means the value of ruble had dropped. People were afraid that silver coins would disappear so they hoarded wherever they could find.

Provisional Government issued few different denominations in this series.

Value? Relatively low as there were too many!

Please use this website to identify the banknotes. It also give a general idea of prices for your note. I think yours is between F (fine) and VF (very fine). I cannot grade it accordingly without seeing it in my hand and up to the light to see the condition.
