Just call the mint and ask them how to file a claim.
They will probably just re-ship the item or if it isn't in stock they will refund your purchase

I think great greasy and myself have both commented that you probably won't see a replacement coin, just what you paid. They did set up the sting operation with local authorities. Just Google "post office theft" and you'll find articles one after another listing postal workers getting caught. For the most part they understand the danger they put themselves in by attempting this. Quote: He stated Oh, You'll have to contact the U S Mint. It's a scam that was going around a few years ago. Order my wife an exercise bike she wanted, I can't remember from where at this time. Said it was shipped and delivered "in mailbox". Started checking tracking, etc. They have a system where GPS checks where the item was scanned in when delivered (by the carrier). Also the tracking info showed the weight as a few ounces, where you expect probably 40-50 pounds. And can't be put in a mailbox. The last scan was a few miles out of town, a rural address that our post office does cover. We did get a refund, I had to show all this to PayPal IIRC, they refunded me. The scam is they'll send something worthless, with the tracking number on the envelope (I heard at the time they'd send maybe an envelope full of kids stickers for coloring books). They'll use a random address that uses your zip code. The receiver will just think "huh, what's this all about?" and toss whatever it is, like junk mail. Then the seller can just say it was delivered, here's my tracking number showing it was delivered" and they are off the hook. That could be what happened to you. You can tell I don't take crap like this sitting down, this happened to me and went straight to the post office. We knew dang well it wasn't stolen from us, my wife went to the mail box and got the mail that day, no way we had an exercise bike delivered. Plus most businesses would use UPS or FedEx to deliver something like that. Nothing was adding up. The post office gave me their tracking info with the exact address blocked out. It was funny they did that, with a black marker. It was like the movie"Hidden Figures". "I held it up to the light" and corks see the address, but no reason to go there for any reason, just proof that they addressed it to someone else, plus it was only an envelope, not an exercise bike, that's what really sealed the deal, is an exercise bike don't weigh 8oz or whatever it was.

The package I received had a weight posted on the USPS Label, I also saw the tracking shows Every single place My package was.My hope is where ever this package was, When they electronically scanned My package, That weight is Also monitored........ Then If this is true, It Should not be difficult to see Where The USPS System is Compromised, Precisely...... Gilly, I have had this Theft of coins reported to the U S Mint with a Certificate of Non Receipt, It was insured for $100.00. I wonder since the price increases lately did the Mints Raise that package minimum up to meet Reality's changing times.... I expect one of two outcomes, Replacement, or Refund....... Why would the buyer be responsible in this circumstance, Please keep the deal, Please mail me a Replacement ....

It isn't exactly fair, but believe it or not, the postal service will need to investigate a few things. Because when you accuse the US Mint of having a thief for an employee, they take that rather seriously. A silver coin today, a gold coin tomorrow, a Rolex next week, they need to find out a few facts. Plus the fact it's sort of your word against theirs at this point. It's up to them, not you, to find out what happened here. Stick to this like glue, everyone here wants you to be made right. Whether they honor the deal or not, who knows. I think ground advantage is still just $100. IDK if the other option/options offer better insurance or not.

Thanks Gilly, @ Boba , Thanks, I am Not going to readily accept a refund, They still sell the 2024 ASE's, I want Mine.  I also filed a report with the Postal Inspections Services. Maybe, Just Maybe I Will prevail, ..... Thanks to All @ RPT, Glad your adventure ended in Your refund. I feel there are Extenuating circumstances Here and I stand ready for Tomorrows phone call to The United States Mint,......

Sorry to hear about the difficulties with your delivery!  Unfortunately a lot of hands are involved along the delivery route & it doesn't take much to slice the cellophane tape and pop out the contents. I wish they would use some sort of Tamper Proof Packaging.

Thanks All, Getting The U S Mint's colorful, Larger than life brochures for the last few decades whether at my home or the PO Box that are delivered without an envelope, for all to see may be a Bad move. I mean deceitful people are going to always be looking for an edge, I believe showing everyone looking coin brochures in full color, Sends a message that this address loves coins and the next time a package is delivered It may be a Gold or Silver coin, shakes like a coins inside.....  Those little details/observations are leading to temptations, That some obviously just give in to.

As mentioned This theft is the Fourth time.
First, I had delivery's to my home with the First theft being around 2000, Reported it to the local Post Master @ the local PO. Since then I opened a mailbox Because the Packages I was receiving were More than a few weekly. Then the Second time was from the U S Postal service, package was delivered and Apparently the American Silver Eagle was Removed and the set was Returned to my box, Exactly when and where it was tampered with ?
Reported it Again to the local Post Master in the local PO, Nothing definitive in My favor was resolved then either.
Again My address was changed re-routing the packages back to my home, Then the Third time, a Limited Edition Silver Proof Set disappeared from earth, Tracked to my home as " delivered " it Never was, Ring cam does Not show any packages delivered @ that time, Where did it go, ?
Now to date the Fourth Theft was from My home Also, as described Above it was placed in Our mailbox Empty, They are getting Brazen, I navigate coin forums, From the stories I have seen, I am lucky, Very Lucky it was not more valuable.
Sad, Just the same.
