Hard to tell if it is raised or incuse. Shadows are inconclusive for me anyway.

It could be a strike through.

Struck through lint. You can find quite a number of these errors on proof coins because apparently the Mint workers would wipe the dies with cotton cloths. I've always found it interesting that the striking force is so great that it can drive a thread into a silver or cupronickel metal surface.
