There are two very close / die matches on the FORVM fakes database: this one and this one. Both are labelled as "Toronto Group forgery", so I suspect this one would be classed the same.
The "Toronto Group" are a gang on Eastern European ancient coin counterfeiters who import their fakes into the US through an intermediary in Canada (hence the name) in an attempt to hide the fact they're actually coming from Bulgaria.
