Licinius I ? I couldn't find the reverse on the database I am using, which probably means I got the wrong ruler.
What are the two figures holding?
Are the two "pots" actually the mint mark?

Diocletian, I believe. Pretty sure I can read DIOCLETIANVS in the obverse legend.

I am not sure what is in the center on the reverse; but here is an example from Cyzicus to compare with.
