Hello all, looking for some help on this one. It could be PMD but the gouge on the rim/edge looks pretty clean. If anyone has any insights I would appreciate it.

No way for that to happen on the rim when the coin was struck.

I agree. Remember, any metal movement is PMD.

Whatever metal moved, it moved off of the coin. As I said, the edges of the gouge are pretty clean. Here's a better view of the rim:
