Appears to be the key 1878 Popayan mint coin, but the date looks like there may be an over-date, also look at the legends, especially "De Colombia".
Opinions?

Looks like a doubled die to me. In better condition, that would have been a spectacular DD. The COLO shows a wide spread and I'd bet that the rest of the coin would have as well - but it is so worn that it is tough to tell.

Due to the condition, it is hard to tell if it is a Doubled Die or the Obverse was Double Struck. Either wasy, it is a nice find!
