E&B my buddy, can you tell me why you think this is a "clipped planchet"
Here's why I am definite it's a legitimate Clipped Planchet.
1. The devices around the clip are thinner and tapered, which is a good indicator of a true Clipped Planchet. There will also be metal flow around that area as well.
2. The edge of the clipped area is "clean" with no damage from
PMD. If it was
PMD, that area in question would be rough, jagged, and not cleanly cut from being punched out of the metal strip.
3. Sometimes, but not always, the Blakesley Effect is present on the opposite side of the clip.
I see no reason why it's not a legitimate Clipped Planchet. Everything looks fine to me. If it was truly
PMD, that clip would be rough, have scrapes, damage, etc. Those 3 diagnostics I posted above is what you need to look for to ID a Clipped Planchet. There's more, but you get the idea.

If you don't see any of those diagnostics listed above, then it's probably not a true Clipped Planchet.
I hope this helps.
