Okay, it's been a while since I've posted one of these...please guess what this was graded - totally fine to ballpark it as the photos are not great.

You asked us "guess what this was graded?" not what our opinion of grade is, therefore it must be overgraded and we should be surprised or offended.
Looks like a F18-VF20 coin in a PCGS EF 40 holder, not surprising, par for the course for this TPG. Until PCGS adopts stricter standards there's money to be made moving these Victoria coins from ICCS to PCGS holders.
"Dipping" is not considered cleaning...

My personal take is that the obverse is at about F12-F15 and the reverse is a VG. However.....

The PCGS trueviews show a much more original and detailed looking coin than the above images do, with that said I would still not call the coin EF.

It is also worth noting that many 1870 halves have a very weakly struck reverse, some MS examples have weaker reverse legends than the circulated coin shown above.
