This coin has what appears to be die chips on it, I have tried Verdi-Care and a tooth pick but they will not move. How would you attribute this coin, thanks.

I can't believe that they could all be die chips, and on both sides yet! The only thing that comes to mind is that a die physically crumbled to mush and a few pieces remained in the striking (chamber)? They may all be strike-throughs with small pieces of another die crushed onto this planchet.
And I'd say XF-40, maybe 45.

Colour is off a bit, that was me with the lighting I got it a bit too bright. Coin does look ok.

Okie I had it lower but great better than I thought.

EF details, scratch and gouge on obverse really detract from value, .
As for attribution I am not familiar with large cent varieties, perhaps one of our resident experts will help you with that.
"Dipping" is not considered cleaning...

Looks like it might be a repunched T&A variety, which is quite valuable but the condition of this will knock it back down.

Hard to say what happened to that coin.
