1964 Kennedy Half Proof - Rim Cud?

Just pulled this out of 1964 Proof mint set. At approximately 11:00 on the rim between I and B of LIBERTY is what appears to be a Cud. And remarkable toning!
Is this worthy of sending to Cuds on Coins?

It looks like toning due to a hole in the proof set plastic envelope.

Looks like a toning spot, I agree with nfine that it is from a hole in the plastic envelope.

Not a Rim Cud unfortunately. It's a toning spot as stated above.

Thanks for the responses everyone. Certainly the toning on the field around what looks like a Cud is likely the result of a hole in the cellophane. But, the semoi-circle area at issue on the rim is raised. So, if not a Cud could this be a small area of sunken die?

Update---You CC foks who responded were right.
I used MS70 to remove the unwanted toning on the coin, and surprise---the semi-circle "toning spot" or "carbon spot" (whatever it may be technically) partially disappeared. So, you were all correct in your assessment that it was not a Cud. The coin looks much improved with the dark toning and the less noticeable "spot."
Again, thanks to all who weighed in correctly with the helpful responses.
