Interesting toning on the reverse. I'd be good with MS63 as well.

the reverse is kind of weak for this year at the no mint. lighting glare may be hiding the amount of luster remaining. its AVG- for eye appeal. not sure if it was cleaned. the haw hits are probably the worst on the entire coin. the cheek looks pretty good with just a few small marks. a scuff above the eye. a few minor marks on the reverse. the thing throwing me off is the duff surfaces in that toning area. that along with the muted luster indicates a light dip. the toning appears to be from being on the end of a roll with the reverse exposed.

MS63 sounds right

This looks like an MS-62/MS-63 bubble coin. The edge knock on the jaw, the divots on the ear and hair above the ear, and eyebrow dings are the most serious, though there are quite a few lighter rim dings. The reverse is better. I agree with @panzaldi, this is an end-of-roll coin. My hunch is that the luster and toning look better in hand than the photos.On a bourse floor, this one would get the benefit of the doubt and trade as MS-63.
