It seems that La Rochelle uses the point (or annelet) at the 9th character. So it seems likely this is the mint. Lyon placed the point at the 11th character.
I can find this blanc for Charles VII struck at La Rochelle, Duplessy 587 which is very close from a design viewpoint:
https://www.acsearch.info/search.html?id=880319' . But as you say, your weight is too low, and the order of the crowns and lilies reverse doesn't match (perhaps that doesn't matter).
There was also a petit blanc (half blanc), Duplessy 520 that fits your weight better:
https://www.acsearch.info/search.html?id=706196 . But this type does not have the crowns around the shield obverse, and has only one crown and one lily in the corners of the cross reverse.
Maybe someone with more expertise in medieval French (erafjel or spence) will get it.
