I see something protruding from the 9 digit--is that what you see, or perhaps something else?
I'm unfamiliar with this particular coin, but I have several 9/8 overdates that show a wider 8 protruding from the 9, such as on this coin from Denmark:

I think the fact that the 9 is so out of whack shows that it was punched separately. It could very well be over an 8.

The spacing/angle on the last digit is off...so it bears a closer look.

Not my series or country - but the dies look hubbed. The date appears to have been added after the hubbing was complete - each digit of the date is uneven both in height and spacing. I also think is see a bit of doubling on the base of the 4 at the right side. I also think that is what is protruding under the 9 - simply a trace of a preliminary set of the 9 punch by the die sinker. Double punching of a single digit or a series is very common in the early hubbed dies. The hubs were normally undated so that they could be used for dies in different years.

If this were a 9/8 - I would expect to see more of the under digit - the 8 - within the loop or by the tail of the 9. Certainly since the 9/8 is so scarce and high priced I would expect it to be a bit clearer.

9 is really quite close to the 4 and the angle of impact is rotated. Moreover, the circle of 9 seems partially filled and the walls of figure 9 are thicker in some places.
But it is very likely indeed that simple coin to 1849. 1849/8 is very rare in similar grade...
