I can't tell if those are scratches or streaks in the toning from handling. If they are scratches, it may be prudent to see if you can negotiate a lower price. For me personally, when I deal with older coins that are scarce like this one, I care less about light scratches than I do with a coin that is more plentiful (such as the more modern issues). The reality with these older coins is there is not much to choose from, and many of them have major faults.
