the first nickel is a 1995 Philadelphia and exhibits almost no ware! It must be a defect in the blank. If you blow it up everything is also double stamped.

The second one is a 1999 Philadelphia and I have no idea about that one.

I think both are damaged coins. The first one is damaged on one side and the second one is damaged on both sides, possibly from a fire or some other heat source. The black areas on the second one looks like carbon from a torch.

That bumpy surface is also characteristic of an acid job. Somebody really didn't like this one a lot.
