Wow, those are some really obscure codes Moe! I've got to work on my coin code-word decryption techniques...lol. Can I ask whether this is a US coin or a World coin?

I have no idea - I can't come up with any hypothesis that fits all the clues. So my guess is:
Democratic Republic of Congo, 50 Centimes from 2002. The one with Verney L. Cameron on it.
