I don't know if it's illegal or not.
"U.S. Title 18, Chapter 17, Section 331: Prohibits among other things, fraudulent alteration and mutilation of coins. This statue does not, however, prohibit the mutilation of coins if done without fraudulent intent if the mutilated coins are not used fraudulently."
The key word in the statutory provision regarding defacing coins is "fraudulently."

If I remember right even souvenir penny machines are working under special license and have to report how many pennies they pressed.

what I find annoying is this ---
"PLEASE LEAVE ALL 5's FOR DSR's (DETAILED SELLER RATINGS) WHEN LEAVING FEEDBACK--IF YOU FEEL YOU CANNOT LEAVE ALL 5's--PLEASE DO NOT LEAVE FEEDBACK"
sellers should strive to make SURE they give quality service, and not basically beg for buyers to leave good feedback
the "star rating" I find most interesting is the one about reasonable shipping.. when someone charges me 5.95 and I get an envelope in the mail with a buck in postage, yes I'm kinda upset at an extra 4.95 "handling" charge
i sold a good many hot wheels on there years back, each and every one was shipped for exactly what it cost me to send out ... sellers got wise to making MORE off the shipping than they were on the actual auction and avoiding the fees.
ok end of my rant LOL

I think the problem is that many buyers have trouble understanding the DSRs and the concept of fixed shipping amounts. If I say it costs $5 to ship UP FRONT in the auction, and you bid on it, then you AGREE to paying $5 to ship that item. Again, you AGREE to that CONTRACT by BIDDING on the item. If it shows up and costs $1 for postage, you AGREED to pay $5, period. Let me say that one more time. You AGREED, before bidding, to pay the $5 shipping fee. If it shows up later and you paid $5 to ship but only cost 1 dollar, that was the amount YOU agreed on BEFORE the auction closed. Going back and giving low DSR numbers because you have a problem with the terms of the auction that were clearly stated right there in black and white, in front of your eyes, before you CHOSE to bid is just so much BS. As a seller, if I put something in an auction, then I by golly mean it. You don't like it? Then feel free to not bid.
As sellers we have NO CONTROL over what buyers do now. Rip us off, lie, give us low DSR for no reason, claim non-delivery, play feedback blackmail, it's all good, because WE can't even leave you feedback. Even if you don't honor your bids.....no feedback.

I only half agree with you SPQR. If I pay $5 shipping, and what I get is not $5 shipping quality, then I have every right to be annoyed. Now that does not mean that the stamp must be $5, I agree that materials and such is not free, but if what I get is a standard 44 cent stamp on a plain envelope, I am not going to give 5* for shipping.

I'm with Nod. I've left 4 stars on shipping before when getting a regular first class envelope and a 2x2 taped to an index card with a $30 coin in it where the seller charged $4-6 for shipping/handling.
One big problem with that is that there was no delivery confirmation or insurance either - so I'd have been out $30 if someone along the line felt a coin in an envelope and kept it.

these last 2 comments are more in line with what I meant, supplies DO add up, free boxes from the post office dont cost, shipping materials do- flips-bubble wrap-tape-printer ink- labels - in the past week I've gotten 2 shipments in #10 envelopes, with the coins wrapped in either a printout of the auction, or a piece of notebook paper were they valuable coins? NO should that matter? NO how about the nice patina on an old Wheat cent that just got scrubbed off of the high spots in the post office sorting machine because the only thing between it and the monster trying to eat it up as it went through was 3-4 layers of paper? low cost coins make it difficult to even think about shipping back, I'm not the only one around who's paid more in shipping than a coin is actually worth- just to have THAT date i'll live and learn, find sellers who have an understanding as to how to prevent damage in shipping, and stay away from ones who come off with a holier than thou attitude

I usually ship priority just because I want them to receive their items as fast as possible (without overnight) and I usually charge 5.00 shipping. Just shipping with signature confirmation costs 4.95 (if I remember correctly) and then I have to buy the padded envelope (which is about 30˘ a piece)

Several times I've had to educate shippers about flat-rate boxes and Media Mail rates (for books). Some were appreciative, some not. A few obviously were trying to make money via shipping rates.
