Looks like the top of a column directly below Lincoln's ear. Actualy looks like something also to the left of that.

That's what it is.I see a lot of those,in fact I started a collection of them.I have the following;1993,99,2000,2000-D,01,02,02-D,03,04,05,05-D,06,07,08.

Actually it's the bottom of the space between columns 7 and 8. Don't forget the columns are incuse and very seldom cause clash marks.
