I don't see how that could be anything but an RPM --but I'm unsure what can happen with plating, although it doesn't look it. I hope the experts confirm a RPM.

Just checked coppercoins. Any marker's for it to be #15? Kind of looks like it but hard to tell. There is also another RPM south but it has no pic (#10).

John1, appears to be the 001 to me. Bob is not showing any die markers on this coin, so check your date and distance from with CCs site.
