I know next to nothing about grading these, but I'll say VF-25.

F-15. Fully visible liberty but no more that would indicate a higher grade than F. The reverse might make VF...

I think it would make VF-20. Even though LIBERTY is not sharp the overall level of detail seems better than Fine.

I'm not familiar with specific striking characteristics of Barber dimes but I wonder whether the New Orleans issues are known to have strike weakness issues (like New Orleans Morgan dollars).

I would call it a F-19.9. Not quite VF because of the weak E in Liberty, but as close as you can get.

LOL! I was thinking the same thing. I think it's awful close to VF, but is just doesn't quite cut it. I really studied the PCGS Photograde pics and I think the E is just a little too weak to make VF20. Since there is a fairly large price difference from F to VF, I'm thinking a TPG would probably go with F15.

The seller overgraded it by quite a bit (insert your surprised look here). Fortunately, I generally take that into account when I bid on raw coins with less than ideal pics.

I would give this a VF-25. The 1899-O generally comes weakly struck. Notice the odd striking characteristics/wear on the reverse. The leaf below the D should have more definition at this grade, however the corn kernels at the right have "too much" detail for the grade.
