Hard to tell for sure. It appears to be some debris on the coin that happened during the strike? Don't remove it as it will leave a pothole on that area.

There is a scrape/cut at the base of the bust above 19, chances are the two are related.

When you look closely I can see the cut going through the middle of the neck.

Looks like crud and possible a hit next to the 1 pushing up some metal to the right of the hit.

I'm kinda with Conder101 on this one, but it could still be a die crack. I would have to see better images to be sure of anything.
