Yes, they can each be MAD, although it is rare. Oddly enough, your coin isn't off center much, and if either side of your coin was off as much as it is, it wouldn't really be worth anything. But I bet you could get $5 because both sides are off.
the obverse die is the adjustment die. The reverse is stationary. It could be slightly off center. It would be interesting to see images of the reeding. it may be a partial collar making the rims off center.
Learn something new every day from you guys. I never knew that Rev. was the stationary one (yet it does make perfect sense). I looked at the collar and it is not a partial collar.
