I believe Canada puts test pieces into circulation and I would have though this would be one but its mint sealed so I will check Gatewest coins I have seen them list coins of this nature

That doesn't look like the Mint Seals that I've received from Canada. They could use different ones I suppose.

It looks like a coin cut from a mint sealed set- Proof-like set (uncirculated).
