Can someone tell me if this coin is a full steps,also is it rpm and doubling on the word e plu.

It can't be a RPM. RPMs are possible after 1990 as they mint marks are part of the die design. Full steps, I'll let some one else cover this. I'm a Lincoln Cent collector.

I don't think it can be considered full steps with nicks or gouges on the steps.
