This is the JI Case tractor eagle logo which was introduced in 1865 based on Old Abe a Wisconsin Civil War Regiment's mascot...Picture attached...

Perhaps, this item is a watch fob? Placing a coin alongside the item would help a viewer gauge the size.

i now know thanks to you guys that it is a antique J.I. Case Fob...i have found alot like it but none with the words safety underneath ...any clues on a date? is it old ?
