Check this web page on the US Mint web site. Scroll down to "First Strike". You will see that the die sets are replaced after every 300 - 500 Proof Eagles. Also, how they are distributed. To me, only the first coin on each die set is a true first strike and there is no way to know if you get one of those are not. They are minted every 300 - 500 coins so they are available throughout the entire minting process!

I was confused like you were. When you go to the US Mint site and click on 20th Anniversary sets it shows this beneath the picture of the silver set:
Product will be available for shipping 12/08/2006.But if you click on the blue words above the picture it will take you to the notice posted by Berry4402. Pretty confusing.
