I'm better at grading Barber quarters than dimes, but I will say VF30.

Im gonna say EX 40 I see some wear on the LIBERTY, also the garland looks a bit worn.

I think VF is about right. NGC may call it XF but I think it just misses the XF grade if it were me grading it

Bryan1315 nailed it, and I agree with NGC on the grade. There is the slightest hint of mint luster in the most hidden areas of some of the devices.
