This coin has pretty good luster..that it is odd that it is worn just on liberty's forehead...and on the eagles chest... it look s worn, not scratched. I can't think right away what scenario would cause this?
With all due respect, it's not possible to form any opinion of what you're seeing from such small photographs. I *think* I see an "O" mint mark, indicating New Orleans, which is known for pretty weak strikes. That will show up first on the eagle's breast and in the hair above the ear on the obverse.
Lack of detail in the die and poor striking is the cause of many of the O mint dollars to have a lack of hair detail above Liberty's ear and on the eagle's chest. Your dollar is typical for the year so no need to worry about the "wear" as long as the mint luster still covers the entire surface of both sides.
