What is missing from this coin to get a 66 or 67 grade?

I would guess MS-62 or 63. I don't think this would be worth getting slabbed. These are common and would probably need to grade MS-67 to be worth slabbing. The coin you have looks like it has too many marks. It needs to looks almost flawless to get MS-67. The line from 1 to the L could be a die crack.
