I'm no expert on counterfeiting, but possibly could be spark erosion counterfeiting. Is this a coin worth counterfeiting?

It looks like rusty dies to me.

I was thinking spark erosion as well as the fields are flat and smooth, but the devices are very rough. However, I'm not familiar with foreign coins or their minting process or standards so it may just be badly worn dies or as stated rusted dies. IF the coin is valuable, that would make me think it is more likely counterfit, but if an average coin, it's probably real.

Thank you for replies.
I have bought this coin 4 years ago when it was not very worthy, but today it has a high catalog value, while I'm from Iran and prices are a few different here.
this is a scarce coin and few other samples I have seen, had not this problem.
