Decent reverse for the grade
VG10, scratchy, they all are at this grade
"Dipping" is not considered cleaning...

How did the dealer have it graded? Or, what grade did the price indicate?

He had it listed as VG.

Some rim damage and scratches. So I'd call it very good and note the damage. I could live with it.
