What would you grade this coin? I am thinking VF-35.

(Note: I also posted this coin in a thread titled, Learning to identify cleaned, dipped, and other problem Lincoln Wheat Cents, https://goccf.com/t/266770 . At least one member did not think it had been cleaned, dipped, etc.)
