I heard that to issue any commeorative coin by US Mint is required agreement Senate and President of the USA. It it true? If yes, please give me list of all departments of goverment, which agreement is required to issue new American coin and please describe this process. Sorry for my English - I some speak this language. :(
Any new coin design, not just commemoratives, requires that legislation be passed for it to be officially minted. The US House of Representatives and US Senate have to pass an identical piece of legislation and then the President has to sign it before it becomes law. Coinage legislation is passed in the same manner as any other legislation. This bill authorizes the creation of a $1 silver Lincoln commemorative for the bicentennial of Lincoln's birth in 2009.
