G'day, you'd better direct this query to the HTF*.
Where I come from, the numbering systems have altered twice in my lifetime, so I could easily date a number to my childhood, or to my early adult years.
I'd suggest that you seek access to a local newspaper archive: they have plenty of adverts with 'phone numbers. I bet you could narrow the range of your token to a decade or so, quite easily once you get started.
Perhaps there is a Local History, or Family History group in Modesto that would welcome your query.
