It's been plated with Copper, and the silvery color is the Steel plating showing, underneath the Copper plating. It's Post Strike Damage ( PSD), meaning that this happened after the coin was struck, when it left the U.S. Mint. Because of it being damage and not being a true Mint error, there's no added value for this. Save it, and put it with the rest of your Wheat cent pile. Errers and Varietys.
