I think it's just damage, not a Lamination.

Damaged coin, most likely was lodged in a heavy moving element. Evidence of a damage also evident above bays 1, 2 and 3 on reverse.

Lamination tends to run in a straight line. This is incuse and downwards. Most often incuse on the surface of a coin/devices/design is Post-Strike-Damage.
