I've been bouncing between stages 2 and 3 over the last two years or so, but it was less about being selective and more about not always having the money.
When I get enough money, I get into a stage-2 spending binge. When the money runs out (as it's about to in the most recent binge - down to under $100 left), for a few months I might have a total budget of under $20 per month, and of course I'm far more selective on how I spend that little money.

Recently, I've been offered a job that might actually consistently pay $100+ per month; if that works out, I might indeed end up in stage 2 permanently (...for the duration of that job, anyway).

Stage 3 I think.
I have 4 countries/themes I collect, overlaid with a 15th-18th century OFEY (i.e. while collecting those countries/themes, I also try to fill in missing dates).
I am mostly succeeding in not straying. Still plenty of gaps to fill.

Somewhere between actively collecting with a purpose and yet still warding especially when I come across a nice items that I know are at a fair price however I've been getting better I think

I would say stage 3 by your definition. I have achieved maintenance mode for my modern silver additions such as ASE's, silver proof sets, and silver comemoratives; but am looking for a few key coins to finish some sets.

2.75 -- selectively upgrading the sets I consider complete and selling the duplicates, while still accumulating other sets and being rather picky about even those

Last year I was at 2. I'm now transitioning towards 3. I will probably be there by later this year or next year.
