Most cleaned coins have a certain "look" to them that you'll come to recognize. An examination with a 7X loupe will usually reveal surface disturbances that indicate cleaning. But the best way to spot cleaned coins is to start by examining as many high-grade uncirculoated TPG coins as you can to build a mental reference library.
on this one, the all the surfaces are flat and dull. for a high AU or MS coin you are going to some reflective lively surfaces. the purple/red/orange splotchy appearance is another indicator. the best way to determine cleaned coins is to look at a lot coins on ebay or any site where they are slabbed and noted as cleaned.
